Yes. Under Illinois law (625 ILCS 5/13-101), every taxi that's used for a purpose requiring a school bus driver permit, every limousine, and every second division vehicle operated on Illinois highways must pass a safety test at an IDOT-certified Official Testing Station.

- Contract carriers transporting employees (15 or fewer passengers)

What About Uber, Lyft, and Rideshare Drivers?
Here's where it gets a little different. Rideshare drivers (Uber, Lyft, Turo) aren't required by the state to get an IDOT safety lane inspection — but the rideshare companies themselves require annual vehicle inspections before you can drive on their platforms.
In Chicago specifically, city ordinance requires rideshare drivers to inspect their vehicles every year. For Chicago, Lyft's 22-point vehicle inspection form just says it has to be filled out by any certified mechanic — ASE certification isn't required for the Chicago form (some other markets do require ASE, so check your city).
